Son diferentes clases, la clase A es usada por tu ISP para identificar el dispositivo, la otra IP que es clase C, es la que sirve de identificacion publica de salida a internet.

He oído que un amigo tiene alquilado un pc al que al conectarse lo puede utilizar y puede desde el hacer cosas que requieran más potencia y tiene también disco duro sólido ssd significará que tambien puede bajar cosas hay pero no entiendo muy bien que es eso ni como va aparte también ofrece velocidades mayor de Internet que aunque el por ejemplo se conecte con 10 megas si lo otro tiene 100 mb descarga allí en el otro lado a 100, en fin no entiendo nada a ver si alguien me puede aclarar algo. Some versions of dd-wrt have USB support built in and can be enabled via the web-GUI, but all versions of dd-wrt can have USB enabled by installing the required kernel modules to JFFS, then using a startup script to mount individual devices. See USB storage for instructions and example scripts.
The cost of USB-capable network routers starts at around $26 for the TP-LINK TL-WR842ND (as of November 25, 2014), depending on capability, but the ability to add external hardware easily makes these far more powerful units.
